We note your views, but our opinion is the stipulation you propose is premature until question of engineers is settled.

Cannot share your opinion that stipulation we propose as internal between the three European groups is premature. The stipulation refers to an addition to the agreement to be concluded in China, and we wish to avoid any interpretation of such addition which may render practical work impossible later ou. connection between this matter and the question of engineers.

It is because we cannot conclude agreement until redistribution engineering sections necessitated by American intervention has been arranged on basis fair to all parties that we deprecate as premature any further discussion details before a settle- ment has been reached on main question.-ADDIS.
