We note your views, but our opinion is the stipulation you propose is premature until question of engineers is settled.

Cannot share your opinion that stipulation we propose as internal between the three European groups is premature. The stipulation refers to an addition to the agreement to be concluded in China, and we wish to avoid any interpretation of such addition which may render practical work impossible later ou. connection between this matter and the question of engineers.
